The ring is drawn by distance rather than by city limits, which is why several entries carry a qualifier. Only the northwest side of Chandler falls inside it. Mesa means the west side, Peoria the south end around Old Town, Glendale the central and southern parts, and Sun City its east end. Scottsdale stops well short of Pinnacle Peak and DC Ranch.
Floodplain questions do not all go to the same desk. The Flood Control District of Maricopa County, organized in 1959, issues floodplain-use permits for communities including Guadalupe, Tolleson, Mesa and Chandler, while Phoenix, Glendale, Peoria, Scottsdale, Tempe and Paradise Valley run their own floodplain management. Nobody here will tell you which zone your lot sits in. Check the FEMA map and ask your city.

No. Gilbert sits roughly 28 kilometers from the downtown Phoenix anchor point, outside the 25-kilometer ring, so it is neither served nor listed. Avondale, Goodyear, Surprise, Buckeye and Apache Junction are outside it too. Northwest Chandler and west Mesa mark the southeastern and eastern edges.

Ask before you assume. The Salt River Pima-Maricopa Indian Community and the Gila River Indian Community both sit inside or just beyond the 25-kilometer ring, and neither is listed as served. Coverage and permitting work differently there, so raise it on the call.
